Dean & Dugger PLLC was founded by two former in-house health care attorneys on the belief that professional services are best provided by people who have stood in the shoes of the clients they represent.

Our professionals have served health care organizations as in-house counsel, administrators and consultants.

We blend this unique internal perspective with a broad knowledge of the laws, regulations, and other standards that impact health care planning, delivery and payment.

  • Ken Braxton, Jr., Partner: Ken is an experienced litigator with over twenty-three years experience who defends liability claims asserted against physicians, hospitals and other health care clients. He is AV-Rated by Martindale-Hubbell and devotes his practice to litigation, professional licensure and employment matters in Texas and Oklahoma. Ken represents a diverse clientele which includes general liability insurers, employers, hospitals, academic medical centers, governmental health care entities, physicians and nurses.
  • Gina Culpepper, Of Counsel: Gina focuses on advising and counseling employers on all aspects of the employer-employee relationship including employee handbooks and policies, employment contracts, severance agreements, covenants not to compete, confidentiality agreements, training, investigations and day-to-day employment matters.
  • Mitch Dean, Partner: Mitch regularly advises clients on a variety of health law issues including: anti-fraud and abuse laws, HIPAA, EMTALA, Medicare/Medicaid, licensure and certification, managed care contracting, and joint venture planning and implementation. Mitch has worked in both in-house and outside counsel capacities, and currently represents a wide range of health care providers, including both publicly-traded and tax-exempt hospitals and healthcare organizations, physician entities, and health care related businesses.
  • Keith Dugger, Managing Partner: As a former in-house attorney, Keith understands the client’s need to obtain legally accurate guidance which does not ignore the business realities present within the health care industry. Keith’s ability to assist his clients to achieve positive results in a highly regulated world is a testament to his knack for providing “practical solutions.”
  • Jenny Givens, Associate: Jenny’s practice focuses on health care operational, regulatory and corporate matters, and a variety transactional health law matters including fraud and abuse, compliance, HIPAA, EMTALA, Medicare/Medicaid licensure and certification, reimbursement issues, employment agreements, coverage agreements, and management services contracts. Jenny assists and advises a wide range of health care service providers, including both publicly-traded and tax-exempt hospitals, physician entities, and other health care related businesses.
